In business/management jargon it's called an "option paper" - I wrote
many during my working career.   Option papers are presented to
management for their decision making purposes.

An article, on the other hand, is more descriptive, a statement of
facts, that is primarily based on secondary data.  So in lieu of
"option paper", report is more accurate here,  since more research
(primary data) is normally involved.
