Subject: D and F without computer

Does anyone out there know why there won't be exams on the computer
for D and F this year? They Ministry has at long last introduced the
computer as a tool for pupils who have problems writing or listening.
So this year pupils in the 12th grade will be able to take C, E, and G
on the computer, however, D and F won't be available. I really cannot
understand the logic.
