No, she does NOT take the oral bagrut again.
The grade gets carried over.

  If a pupil did the 5 point exam in the summer (2003) as an 11th grade
  student and wishes now to improve her grade (there were problems with
  attaining the grade so only today she received her grade) and do the Winter
  Bagrut, does she need to do the oral Bagrut again or does her summer grade
  carry over?
