I just wrote Avi Tzur regarding two fine point about oral testing.  Here are 
his responses:

Regarding the oral testing rules.

1) Testers must look up requested words for students in their dictionary. 
But if they have a dispensation for a  milonit, should one type out the 
word, if the student requests?

The tester  looks up    the  word and    reads   the   answers to  the 
pupil

2) Are those scanners now legal [the little wands which when passed over the 
word gives a meaning]?
     only the   ones that   don't   make  a   sound
