 This is exactly the same problem we have in Australia using the 
 International Second Language Proficiency Ratings (ISLPR) scale.

It's a scale that ranges from 0 - 5 where 0 = beginner and 5 = native speaker. 
It's quite clear to me that level 4 requires a level of abstraction that many
native speakers would grapple with, and if the English language skills of the
average Australian were assessed using the ISLPR very few of them would
come out at level 5 (= native speaker proficiency) !
