I just spoke to Debra, the NYC teacher who gave the workshop at ETAI.  She said 
that Dovrat sounds a lot like what Blumberg has been doing to NYC education.  
The union there is fighting hard, but there has been a deterioration.  She 
reported to me about her experiences in elementary schools, poor district.  For 
instance instead of trained, experienced reading specialists, there are now 
paraprofesionals, who cost the school less.  Officially the work day is 6 hours 
plus 20 minutes plus an extra 100 minutes a week for meetings and training.  
Only retired teachers can work part-time.  Even if a principal tries to stretch 
budget into smaller classes, the city's "budget" people can change things 
MID-YEAR.  They're also trying to push the more veteran teachers who are 
coodinator/specialists back in the full-time classroom.  The wealthier 
districts manage to get more for their kids.  They have stronger more 
influential parents.  Things are neither equal nor divided by need.
