I wondered the same thing when watching it from the road one time. I was
driving to the pull-off, so couldn’t take photos.
I saw the bird apparently trying to take off. Lots of vigorous flapping but it
didn’t manage to get off the ground more than a foot or so. It was acting like
a wing was damaged or maybe caught in something.
Just read Bill’s post while writing this. Did this flying aggressively at swans
involve taking off and flying, or was it more flapping assist?
I agree that when swimming and feeding, it looks fine.
I guess we will be more certain if it lingers past its fly-by date.
