[ell-i-pcb-design] PoElli-Nucleo Ethernet PHY fixed

Hi all,
I got the PHY fixed, board creates a link with a router now. I cannot test
anything above PHY layer since drivers for chip are incomplete. I'll ask
on ELL-i developers if someone has interest in doing some pair coding for
drivers, my own understanding of our runtime is not up to the task.
I'm not going to merge my own commits into ELL-i master, I'll continue
developing on my own branch until someone has time to review, discuss and
merge the changes into mainstream. Since we have PHY working, it might be
a good idea to omit the test points on ethernet lines.
