I have a personal connection to this frustrating topic. I worked for BOCES
for a few months tutoring students who were either pregnant and not able to
attend school or those who were suspended, usually for a substantial length
of time.  I too used to question the appropriateness of districts having to
pay for this service.  I would wait for the bus (transportation provided)
for students who would 3/4 of the time not show up or skip off to some other
part of the BOCES campus. If they were no shows, I still got paid.  I'd
spend what should have been instruction time trying to track them down or on
the phone with districts and parents notifying them of the student's
absence. In the times they would show up, most refused to work.  I used to
pity the teachers who were required to send me weekly assignments, knowing
very well the likelyhood of their efforts going to waste.  If I did go to a
different location to meet with a student, that district was paying my
milage as well.  It was quite a courtesy paid to a group of individuals who
in most cases could care less about their education. I never asked if it was
a law that districts had to provide this service or not, I just assumed it
was.  I agree, with rising standards and greater accountability of students,
doesn't it make sense to help those who need and want it?
