[duxuser] single quotes and apostrophes

The fault isn't complete Word's.  Remember that whether one is using smart
(typographer's) quotes or the ASCII characters on a standard keyboard in a
print document, print uses the same character for the apostrophe and the
closing single (inner) quote.  However, as you all know, braille uses
different symbols for the apostrophe and for the closing single quote.  So
any transcribing software has to use some kind of smarts to tell which one
is intended.

It might be helpful to us if Duxbury would explain its algorithm for making
the distinction.
