If the style has a period at the end of its name, such as <para.> or <h3.>,
place your cursor within the text that it should be applied to. These are
called “linear” styles by Duxbury, analogous to block-level elements in HTML or
paragraph styles in a word processor. The amount of text that will be affected
extends back to the previous code or style that forces a new line, and forward
to the next forced new line. (At least that’s how I would describe the rule).
Most of DBT’s styles do not contain this period, so you need to highlight the
text to which you want that style to apply. You can think of them as character
styles in a word processor, or in-line elements on a web page.
I make a lot of use of the Alt-L, O and Alt-L, J items on the Layout menu.
If I have several lines of text that I want to group into a single flowing
paragraph, I can highlight the affected text and then use Alt-L, O to combine
the lines by removing their [l] codes and replacing them with spaces.
Suppose I have marked a line as the first line of a heading, but I want to
extend this heading onto another line or two while retaining the line breaks. I
highlight this block of multiple lines, then use Alt-L, J to join this group of
lines into a single heading. If you don’t like the results of this approach,
you can block the heading as already described, delete some of the linefeed
codes and then put [l] codes in the places where you want them.

I am a bit of a novice and this question proves it. So here goes.
When I select a specific DBT style that I want to use, should I always select
the portion of text first that I want the style to affect and then choose the
style from the styles list?
