[duxuser] Importing tables

I'm importing a Word table into DBT. Tables are supposed to convert to
Stairstep format which is fine. When I import the file using the BANA
template, the table items are coded with the Outline hl1, hl2, and hl3 codes
as they should be. However, when I emboss it, everything is left aligned.
I can't think what might be the problem. Any ideas?
