I have Adobe Acrobat Pro, which is a lot better than the simple Adobe Reader.
It lets me use many tools from saving PDFs to word to cropping out images and
saving them as jpegs so I can create tactiles.
If a PDF is locked, I simply print it out, rescan it as a pdf, and then use
that newly scanned PDF to convert to word.

I usually copy all the content to the clipboard, open notepad and paste it
there, to get out any weird formatting that might be present. Once I’ve edited
the document, I save it as a text file and open it in Duxbury to do further
editing. It is clumsy at best, but a lot of people use .pdf’s. If they were
scanned from a graphic, forget it. If you have something like Kurzweil, you can
edit most .pdf’s there. I used to have it, but it has been lost. Sometimes
adobe will allow you to save the .pdf as a .docx document, but not always. That
protected stuff can be a pain but usually, you can go to the trust center and
uncheck everything so you won’t get any messages about something being
protected.

You can also save your PDF file as a text file if it lets you. Sometimes a PDF
is protected and it won’t let you save the file as a text file.
