I'm using 10.6. I started noticing that I had to put in the svprg code
when we left about 10.2 or .3, when the paragraph style none was no
longer available in the importers. It really is a pain for me as the
majority of things I do are training materials which always include
numbered and bulleted lists. For a braille reader, an outdent is much
easier to locate than an indent when you're running your finger down
the left margin looking for a specific thing.

Are you using an earlier version of DBT?  This seems to be a bug in
10.6.
