Thanks to all for your comments, but I would think that this rule for 
underlining the heading is to keep it separate from the items in the column.  
The heading should be distinguished from them in some way.  The only other way 
would be to center the heading.  But with a long heading and short items, 
centering might not make it obvious or with a single column across the page 
that is more like just a list, having a short centered heading, it might not be 
as easily found as if it were left justified with a line after it.

Sandy,I don't understand that rule either, and I've never seen that dot 5 you 
mention in a braille document. Perhaps someone else will be able to explain the 
purpose, but I agree with Steve that it is just more clutter.At 02:05 PM

 Does anyone know how to enter the underlining of a column heading.  I looked 
in the Bana Formats Rules and it said to flush the heading left and then on the 
next line enter dot 5 in the first cell and then dots 25 across the width of 
the column.  Then enter the column items beginning in the next line under that. 
 (Rule 4, Sec. 5, b) In Duxbury entering the colon : gives you the dots 25, but 
I can't figure out how to enter dot 5 by itself at the beginning.  When I use 
the underline style for the word, it just puts an italic sign on the heading.
