I would point the finger at JAWS and not the hardware in this case. I've just replicated this on another braille display by another manufacturer with the same result, it does send a weird box character to other applications instead of an underscore however but no text. Duxbury does not interpret this input at all. JAWS is responsible for interpreting braille input keys on a braille display. If I had more time I would go digging around in the default JAWS scripts. I'm going to forward this to a contact of mine at Freedom anyway but I suggest you contact them as well as I will not be able to follow up on this.
