Strictly speaking, a URL can only contain ASCII letters. You need to
encode the unicode letters in your URL (usually copying the address
from the browser address bar will do it).

What you are trying to use is called IRI
(https://en.wikipedia.org/wiki/Internationalized_Resource_Identifier),
which I don't think DokuWiki currently supports. We have a similar
issue created that you can chime in:
