  This patch no longer uses htmlspecialchars on $conf['title'] when
  used in the page title - instead strip_tags is applied. This streamlines
  the use of $conf['title']

  This adds code to remove or replace invalid UTF-8 bytes and uses it
  in the ft_snippets function.
