[dokuwiki] bugtracker updated

Hi list!

I upgraded the bugtracker to the latest flyspray release today. Please
let me know if something is broken. Besides the layout changes there
are a few more new features - most prominently a voting feature. You can
use it to vote for bugs or feature requests you find most important.
This should give developers an idea which tasks should be handled first.
