The XML-RPC spec uses a pseudo ISO date format.
I say pseudo because it's not spec conform and mixes basic and extended syntax.
Meanwhile I talked to a college that implemented another XML-RPC
library and he says the pseudo iso is like the spec told it.
The spec exactly says yyyymmddThh:mm without timezone and other extensions.
