[dokuwiki] Userhomepage plugin adoption

Hi everyone.
I could adopt the Userhomepage plugin.
Last update was on 2009-02-23.
I contacted the developers and got 2 answers (from James GuanFeng Lin and
Mikhail I. Izmestev) that confirmed that the plugin is an orphan.
It still mostly works but there's a problem with saving the options.
Here's what I can do:
- fix what's not working in current version
- clean up it's Dokuwiki page <https://www.dokuwiki.org/plugin:userhomepage>
- host it on Github
- add the missing plugin.info.txt
- include some of the suggested fixes from the page
- maybe add an idea of my own (keeping the upward compatibility)
I'm not a coder though and might not be abble to maintain it in the future
if there's a major problem so maybe someone will object I shouldn't adopt
it and I won't argue. ;-)
