Checkin $INFO['userinfo'] or $INFO['perm'] should do it.
So put either
<?php
if (!is_array($INFO['userinfo'])) {
html_login();
}
?>or
<?php
if ($INFO['perm']==0) {
html_login();
}
?>some good place in your template/main.php.
