[dokuwiki-teams] [infrastructure] forum upgraded, anti-spam plugin added

Hi Infrastructure team,
just to keep you up to date: I updated the forum to the latest release
and also wrote a small plugin that will match new registrations
against stopforumspam.com's API - hopefull this will reduce the number
of spam registrations.
If anyone notices something strange or broken, please let me know.
