Translations are disabled for the plugin namespace.

This is for translations that are not in our list of translations, yet.
French is already.

I don't really know how to do that. I am fairly new to DokuWiki.

You just create the page in the appropriate namespace. Eg. to translate a
page named foo:bar you create fr:foo:bar.
