Do you want to familiarize yourself with the text of the Section 508
accessibility standards and the Web Content Accessibility Guidelines 1.0?
Here are a couple of links to the text of these standards / guidelines.
The summary of Section 508 Standards are at

You need to look at Section 1194.22 which address Web-based intranet and
internet information and applications.
The Web Content Accessibility Guidelines 1.0 are at
