[delphizip] New zip format spec from pkware

Hi you all,
I wonder if you guys have heard about PKWare releasing a new zip file
format specification. The two main changes or improvements remove two
limitations:
- the maximum file count of 65500
- the maximum file size of 4GB
so larger zip files are possible now.
