[delphizip] New build TZipBuilder 1.78.1.3 and TZipBuilderSFX 3.2.2.1

A new build of TZipBuilder version 1.78.1.3 is available.
Reasons for new build:
- Correct error: class EZipBuilder has to be a PACKAGE class,
found when updating ZipBuilderSFX.
- Correct problems when building with BCB4, reported by Don Locke.
- New version of the RCUpd program by Xavier Mor-Mur.
LangRes.zip is also updated.
New update of TZipBuilderSFX version 3.2.2.1 is available.
Reason for update
Function "EraseFile" added to make component independent of
TZipBuilder version.
