I can't recall if this was mentioned in earlier discussions, but the 2GB barrier for total size of a zip archive only applies to each fragment in a set. So if a reader/writer were able to manipulate a set of files without having to assemble them first into a temporary archive, the 2 GB barrier could be broken. Of course, backward compatibility is the issue here and most readers would not be able to cope. Also the size of a single file within the archive would still be limited.
