Sonar has no CD burning built-in. You'll either need sound forge or Nero.

I am a relative newbie to Sonar, but from what I have seen the answer to your question is no. They compliment each other, but I don't think that sonar replaces the need for a good sound editing program. Just my personal opinion, but I suppose it depends on what you plan to do specifically.
