Do you have a registered copy of Sound Forge at all?  I am asking because Sound 
Forge 8 will be out
shortly and you would be able to upgrade to that for a very reasonable price.

Hmm, thinking about it, I think Sonar 4 Producer has a plugin that you could 
use to alter the speed
and keys of audio material.
