Gord,
I don't think you can read a time sig that's already in the score.  You
can land on it using the Find Dialog.  However, you can't hit Enter to
read the contents of the field.  Looking at the contents of a measure
would tell you how many beats were in it, but you might not know what
value gets one beat.  There may be no solution for this.

I just spoke to David Pinto, the developer of sibelius speaking. He
can't 
remember offhand whether there is a way to do it, though he thinks he
may 
have implemented something.  He will let me know.
