May be someone other here has more hints about RT Throttling, but if a
performance bottleneck is the case, you might try to use a „smaller“ stream.

But the encoding load is typically coming from the codec libs (and not from
darkice byself afaik) and if i.e. network (stack) buffers are to small, you
might try to widen them by hand or play around with driver options of your
network card. Another option might be optimizing the build of the encoder libs
(i.e. make sure that they have possibly offered hardware acceleration features
compiled in your cpu/system offers).

Can you trace / account the process over a while on that system (at least write
some cpu / load states periodically somewhere)?
