What is the ASSP flat-file database? Can ASSP not look up valid users in EIMS via LDAP?

It can do both (together or separate). If you look at http://www.oitc.com/ctw/assp_install.html ASSP Installation 4&5

Why would one *not* want to use LDAP? Is it slow / loads down EIMS?

Well, EIMS 3.2 and before LDAP doesn't work

Further if you have a mailer that generates VERPs or use a domain that processes newsletter bounces you really don't know the user name so you use the flat file to allow like

@bounceprocessingdomain.com

Also, I have a couple of "spamtrap" domains that do not have "users" per se and flat file is on only way to go.
