No. There's no longer 4f delay on button inputs. So you won't get silly
things like pressing C (release button) hold forward, and then get a
throw. Apparently the new change makes some traditionally mediocre normals
really strong now.

SNK finally removed the weird input delay on button presses. Will
probably feel weird to KOF veterans. It also causes side-effects like Kara
rolls/CDs which give more range with 1f longer startup/vulnerability.
