Not the director. It's usually the producers who won't put up the cash unless 
they get a Hollywood style casting.
I loved the casting for Avatar - the airbending fiasco. Aang? Better cast a 
white kid. His buddies are Inuit types? Hmmm. Better cast some more white kids. 
Oh, and the bad guy is Chinese? Uh, well, I guess we have enough white kids. 
Cast an Indian.

It's kinda sad that directors still feel the need to include at least one 
established western actor in an asian-themed movie because they're too afraid 
that an all-asian cast won't fill seats. It probably would have been better if 
Keanu Reeves wasn't in it.
