All,
I never did get a call back (although was relayed I would within 5 business
days of reporting the signs) regarding the No Parking signs, but the sign that
was in my side yard was removed this past weekend. I finally received an email
yesterday with the following information - in short, it was Google Fiber:
Good afternoon,
Thank you for bringing this to our attention.
This signage appears to be related to a permitted Google Fiber project. Google
Fiber is authorized by the Public Utility Commission of Texas to construct its
cable fiber system in the City rights of way. It is our understanding that
Google Fiber is working on several micro trenching projects, which involve
cutting a small trench between the asphalt surface of the roadway and concrete
gutter and placing fiber optic conduit in the space before filling it back up.
Google Fiber needs access to this area of the roadway to perform that work and
as such has obtained permits from the City of Austin.
For “no parking” signs to be enforceable, they must be placed at least 48 hours
in advance. For that reason, you may see the signs present but no work being
done. The city has also been in contact with Google to stress the importance of
removing the signs as soon as work is done. We are also in the process of
revising the permit language to require more notification to residents and to
ensure the “no parking” signs are only placed on one side of the street.
Google Fiber has a state franchise to operate and use public right-of-way to
place its facilities to reach its customers. As Google Fiber is a
telecommunications utility, the City’s regulatory authority is limited by both
state and federal laws. We thank you for your engagement and hope that answers
your questions.
Let us know if you have any other questions.

Mostly just wish we would have gotten some sort of notice of whatever it is.

I just got home from work and there is also one of these no parking signs in
my side yard lining Crownspoint @ Castlewood without any notice or
otherwise. I called 311 and reported it. The representative gave me a
confirmation number and said someone would contact me in 1-5 business days.
