Dear Neighbors,
I hope that all of you are staying safe as we move into the summer and the
sun invites us all outside, even if it is a little muddy. Austin Public

Increases in vaccinations and a plateauing of infection rates are allowing us
all to spend more time with our family and friends.
With that said – it is critical that we keep up the race against the COVID-19
variants so we can forestall any possible spike. Getting vaccinated is
something we must all do for each other – to protect us against spread of
COVID-19 and potentially more deadly variants.
So please, encourage people you know and come into contact with to get
vaccinated. All adults and children age 12+ are currently eligible to be
vaccinated and can schedule a vaccination appointment

On March 22, 2021 City Manager Spencer Cronk announced the City’s launch of
the Chief of Police recruitment. To lead this recruitment process, City
Manager Cronk has engaged Ralph Andersen & Associates, who has assisted 35
other cities in hiring their Police Chiefs across the country since 2016.

Utility Customer Assistance - Austin Water Expands Affordability Initiatives
Building on an increasing portfolio of affordability measures, Austin Water
announced that effective immediately, low income and vulnerable Austinites
living in apartments and other multi-family dwellings will see a new credit
on their monthly utility bill. The credit is designed to offset a portion of
their monthly water and wastewater services. Eligible participants will
automatically receive a maximum $200 a year credit, which will appear on
monthly billing statements as the Austin Water Multi-Family CAP Program
Discount.
Customers in the first-phase of this program include those who:
Reside in an apartment complex or other multifamily dwelling that receives
services from Austin Water.
Receive financial assistance from Austin Energy with their electric utility
bill through the CAP program.
A second implementation phase will begin later this year to assist a small
fraction of customers in outlying areas around Austin who receive water
service from Austin Water, but are not Austin Energy customers.

Addressing Homelessness -
Possible Temporary Camping Sites
There has been a great deal of concern about the May 18 staff presentation to
City Council on possible locations for temporary camping sites as a
short-term response to homelessness.
I want to make certain everyone is aware the city staff released a
preliminary list of potential sites and this list will change as locations
are removed and others are added. To be clear, there have been no temporary
encampment sites identified at this point. Any potential sites will be
evaluated based on design and operational considerations as well as specific
criteria listed below from a May 14 memo to Council.

I do not support locating a camp in Mary Moore Searight Park. I do not expect
and do not support temporary camping in parks.
The staff's criteria state that no camping site may interfere with existing
public services (playgrounds, pools, programming, etc). It is also my
understanding that areas that pose wildfire risk, such as Mary Moore Searight
Park, will not be considered for camping. Mary Moore Searight would be
inappropriate based on several of the city staff criteria, including wildfire
risk, and I do not support locating a camp there.
It is clear that homelessness is a regional issue which will take a
coordinated community-wide effort to address. My staff and I are working to
identify potential sites including beyond those owned by the city and owned
by other government entities, non-profits, faith-based institutions and
private landowners. We welcome the opportunity to explore community
partnerships on potentially suitable campsites - in collaboration with D5
neighbors.
As we all know, temporary encampments are not solutions and must be
short-term. The solution is permanent housing and the support necessary for
people to remain in that housing. Our focus must remain on achieving these
solutions as quickly as possible, through HEAL and other initiatives.
I am grateful for the care and concern for our unhoused neighbors and for all
the work being done by residents of District 5 and all of Austin in order to
make this solution a reality.

Sanctioned Encampment Design and Operational Considerations
Should Council elect to create temporary, legal, camping alternatives for
people experiencing homelessness, a review of the experience of other
communities yields a number of generally agreed-upon approaches, lessons
learned, and questions for further consideration, which may guide the City
toward the most effective implementation possible.
Sanctioned encampment sites should be equipped with basic infrastructure
including electricity and water service, restrooms, hygiene stations, and
showers (mobile, if necessary), adequate lighting, and perimeter fencing
where appropriate. Health and sanitation practices should be taken into
consideration including regular trash collection, hazardous waste removal,
vector control measures. Additional services offered by successful sites
include laundry facilities, storage for personal belongings, and
transportation supports.
Staffing of sanctioned encampments needs including general operational staff,
24/7 security personnel and service providers as well as additional demands
on contract management, program, and communications staff should be taken
into consideration. Services offered on-site should address basic needs,
while maintaining a housing focus, prioritizing connection to permanent
housing resources. Staffing patterns should allow for case management,
diversion, financial assistance, and housing navigation. In addition,
behavioral health crisis intervention services should be available on-site,
or on a facilitated on-call basis.
Among the challenges most often noted by operators of sanctioned encampments
is that, though typically established as temporary sites, in practice they
can be very difficult to decommission once established. Balancing more
manageable encampment size with economies of scale is difficult; and exposure
to the elements may argue for the use of more robust structures, further
increasing costs. Staff will continue to explore these and other emerging
operational and policy consideration
Criteria for Site Analysis:
Minimum size: 2 acres to serve 50 people, or 4 acres for 100 people
Access to water and electricity service (and/or cost to establish, if known)
Existing lighting
Terrain suitability
Flood risk
Wildfire risk
Proximity to a fire hydrant
Environmental sensitivity of land (i.e. habitat or preserve)
Expansion capacity
Availability for two-year temporary use
Presence of shaded areas
Access to public transportation
Proximity to critical retail and services
Proximity to schools
Potential disruption to existing public services or development plans
