Good evening everyone.
I will do my best to give an update on what is going on this week:
There is a second reading of the new Land Development Code and so far it
appears that their intent is to vote by end of week to pass. The meetings
below may be your last chance to show your stance either for or against the
code.
The new maps have more of our southern border being up-zoned to R4. In
previous maps, there were only a few properties on Monarch (near Menchaca)
that were being upzoned. That now extends along Monarch from Woodshire to
Menchaca + on Castlewood Drive from Monarch to Crownspoint.
Quick refresher on the zones for our neighborhood according to new maps:
R2A (most of the neighborhood) - all areas zoned R2A will now have duplexes
as allowed uses with an additional building allowed. I have not been able
to yet clarify the maximum building size allowed for the “additional
building.”
R4 (southern part of neighborhood along Castlewood and Monarch) - i still
need to verify, but I believe that the new R4 zoning would allow for up to
8 units per lot ( duplexes, cottage court, multifamily) with a bonus
available if building “affordable” units.
The concerns that we have communicated to the council are:
preserving safe walking/bike routes in the midst of increased traffic
concerns about increased pressure on infrastructure (water, electricity,
sewage) to serve our area which could potentially over time hold upwards of
1200 units instead of 400.
increased risk of lot-to-lot flooding and tree canopy preservation.
speed with which they are moving. We have not had time to properly review
all the changes that were made to the zoning areas.
I missed Council Member Kitchen’s call over the weekend to discuss our
concerns ahead of the meeting but hope to speak to her on Monday morning.
I have also attached both a map showing our area and the zoning classes
that pertain to our neighborhood so that those of you that would like to
dive in a bit more can do that. You can also look up as much detail as you
like https://austintexas.gov/ldc.

Dear Neighbors,
Just a quick update to make sure you’re informed about next week’s
Council deliberations and probable vote on second reading of the Land
Development Code.
Many of you have written to share your concerns about the very limited
amount of time the public and the Council has had to review the current
draft and maps; while I agree with these concerns, the majority of my
Council colleagues appear to support approving the draft on second
reading this week.
Although I’m still in the process of reviewing the current draft, I can
say at this point that the proposed map continues to up-zone large
numbers of residential properties in District 9; in several District 9
neighborhoods, nearly half of the residential lots have been proposed
for up-zoning. As I look at the proposed maps for areas outside Central
Austin, I notice far fewer changes.
Please make plans to attend the Council’s meetings next week; at this
point, we are scheduled to vote as early as February 11. I encourage
you, your friends, and your neighbors to attend and participate in this
important decision.

in person on the kiosks located in the lobby of City Hall. Depending on
the number of community members who register, the Mayor has indicated
that individuals will have one or two minutes to speak, with no donation
of time.
This week we’ve had several Land Development Code work sessions covering
a range of common questions, from flooding to mapping to the
