Thanks again to Dr. Lea for his followup note. However his paper carries
the attribution "John Dale 'Zach' Lea, Ph.D., Agricultural Economist,
Catholic Relief Services, May 2017," so what should we make of it?
All in all, there may be nothing wrong with CRS getting involved in
Haiti's energy future, either at the individual, or municipal or regional
or national level. "Lord knows," as we might say, there need to be lots
more minds and resources brought to bear than there are now.
If, for instance, CRS were to hold a "Haitian People's Energy Fair and
Summit" sometime before the end of this year, that would provide a sorely
missing piece of public- and science-participation. Again, "Lord only
knows," why the Government of Haiti itself hasn't already convened such an
event where technologies, applications, scales, risks and impacts were
clearly presented and compared, with commitments for pilot projects
solicited and tax-waivers offered the highest bidders, comme d'habitude
other business-sector enterprises.
A Haiti that's "open for business" should also be "open for energy."
Because the List can now transmit attachments, we can easily exchange
items from our files. Let's take advantage of it.
