If I read that correctly, there is no need to change the installed file,
but you can place logo.png directly in the data directory (which should be
something like /var/local/lib/cms/ranking/)

If not, assuming you downloaded the code project to the folder cms:
*cms/cmsranking/static/img/logo.png *
Your new picture should be 200 pixels wide and 160 pixels tall.
