Joe,

 It wouldn't work.  For instance, you take a single picture of
what looks like a person 'throwing a butt away'.  On the basis
of that single picture, could you convict ?  No.  The person
simply says that they went over and picked up the butt after
'accidently' discarding it.  You would need a movie of them
throwing away the butt and then leaving the area.  And,
you would need confirmation that the butt that you found
was the same butt shown in the film.  And, you are going
to sit in the hot sun all day, looking for a person to throw
away a cig ?  I doubt it.

 And, Joe, your thought processes are no more warped than
most of the rest of us.   ;-)

I have a warped thought process but when I look at this a question comes to
mind.
Wouldn't it be easier, simpler, faster to inforce the Anti-Litter laws than
to legislate a smoking ban ?
A person with a camera and a long lens could make a fortune with a $500 fine
for littering and that would solve all the littering problem, not just the
cigarette butt part of it.
