Oh, I don't brag about the quality anymore.   Not for *ages* now.
Rated consistently #1 in the world for nearly 3 decades, Canada's healthcare system has fallen on damned hard times the past 10 years or so, largely because of the number and power of those interests wishing (and lobbying) to ensure its failure, so that it can be privatized and made to turn a tidy profit for them... said profit to fly straight from the pockets of the insured to the pockets of the new owners without adding any value whatsoever to the system itself.
Mind you... that old adage, "Why just make a living when you can make a killing?" does sound just a little odd in this context, don'tcha think? ;-)

It's a political anaysis system thing !
The Democrats give the NOD to anything that costs money--- NOD isn't a
freebie, therefore Democrats will choose NOD.
