Human Mobility and Climate Change at COP22

One year after COP21 – where the need to take action on climate migration and
displacement was formally acknowledged in the Paris Agreement – climate
migration remains high on the agenda of the global climate negotiations, as
witnessed during COP22 in Marrakesh.
During the High Level Segment of the COP, Ban Ki-moon, the United Nations
Secretary-General, emphasized the need to take action on climate migration,
outlining that “today, more than 150 million people live on land that could be
submerged – or suffer chronic flooding – within this century, possibly causing
massive waves of migration and instability”; while François Hollande, the
French President, highlighted that the “cost of inaction” directly threatened
peace, in a context where millions of persons are displaced in most vulnerable
countries.
COP 22 represented the opportunity for the Parties to the United Nations
Framework Convention on Climate Change (UNFCCC) to hear back on progress
related to the work of the Executive Committee (Excom) of the Warsaw
International Mechanism on Loss and Damage (WIM), including the WIM’s action on
migration, displacement and human mobility. The WIM presented a report taking
stock of its work accomplished over the course of its initial two-year workplan
and key achievements identified include outcomes related to climate migration:
i) technical meeting organized by Excom/WIM and IOM that brought together
“national and regional experts, representatives of international and United
Nations organizations and the academic community to distill relevant
information, lessons learned and good practices on migration, displacement and
human mobility”; ii) the production of an “initial synthesis of information,
good practices and lessons learned on migration, displacement and human
mobility” in coordination with IOM; and iii) “the establishment of a task force
on displacement to develop recommendations for integrated approaches to avert,
minimize and address displacement related to the adverse impacts of climate
change”.
One key follow up action in that respect is the WIM’s commitment to promote
action on the ground through the dissemination of the recommendations developed
during the WIM/IOM meeting in a user-friendly format to national policymakers.
IOM will continue supporting the WIM on this endeavor.
In addition, the report identifies i) Migration, displacement and human
mobility and ii) Task force on displacement as two thematic areas of work under
the WIM five-year workplan - an indication that climate migration matters are
firmly anchored in the UNFCCC in the longer term. Another sign of the growing
political importance of the topic is the recommendation made in the report to
“encourage Parties to incorporate or continue incorporating the consideration
of […] displacement, migration and human mobility […] into relevant planning
and action, as appropriate, and to encourage bilateral and multilateral
entities to support such efforts”.
In parallel to the official negotiation process, nowhere was the increasing
significance of climate migration and the explosion of interest in developing
solutions to this global issue better embodied than in the incredibly high
number of events organized by many different actors. Over twenty events
dedicated solely to climate migration and displacement were organized by
states, intergovernmental organizations, academia and civil society (a partial
list of events available here), focusing on diverse angles such as human
rights, development, humanitarian, labour and the green economy, ocean, land
and desertification, cultural heritage, youth, water etc. – all in connection
to climate migration and displacement.
In particular, a side event was co-organized with DG CLIMA and DG DEVCO on 16
November 2016 in the EU pavilion to present the latest findings linking
environmental and climate change with displacement, migration and planned
relocation drawing on an innovative approach from the multi-country EU-funded
research project: “Migration, Environment and Climate Change: Evidence for
Policy” (MECLEP). Speakers included high-level representatives of both DG CLIMA
and DEVCO as well as Koko Warner of UNFCCC, Francois Gemenne of UVSQ, Sciences
Po and University of Liege, and IOM GMDAC's Susanne Melde. The event was
moderated by Mariam Traore Chazalnoel (IOM).
Only two years ago, at COP20 in Lima, no events was solely dedicated to climate
migration and displacement. IOM spoke at most of the COP events on climate
migration, highlighting the message that well managed migration can represent a
positive adaptation strategy to climate change. The need for policy coherence,
informed by sound research and aiming at efficient concrete action was
highlighted in all these events.

| COP22 Side Event:
The role of African researchers to address climate change and human mobility
On November 9 2016, IOM Morocco organized jointly with the Conseil National des
Droits de l’Homme (CNDH), an event highlighting “The role of African
researchers to address climate change and human mobility”. This event enabled
to contribute to the creation of an independent exchange space between African
researchers of various disciplines (sociologists, geographers, climatologists,
political scientists, urban planners, environmentalists, geologists, lawyers,
etc.) on the theme of environmental migration. The event was animated by three
speakers with three different backgrounds; Mamadou Dimé from Gaston Berger
University (Senegal) with a background in sociology, Abdelkarim Daoud from
University of Sfax (Tunisia) with a background in geography, Fernanda de Salles
Cavedon Capdeville from South American Network for Environmental Migration with
a legal background, who shared the South American paradigm of researcher’s
network.
Strongly affected by climate change, the African continent is in an urgent need
for concreate research in order to provide tailored solutions and support to
the region. Within this framework, IOM Morocco is committed to encourage the
blossoming of the African researcher’s network as part of the solution to the
fast changing environment.

The Hugo Observatory for Environmental Migration
A New Research Centre Dedicated to Environmental Migration
Liège, Belgium
The University of Liège launched a new research hub in November, dedicated
specifically to the study of environmental change and migration. The new Hugo
Observatory is named after Graeme Hugo (1946-2015), a leading migration scholar
who had pioneered the study of the links between environment and migration. The
work of the Observatory will focus on key emerging issues around environmental
migration such as immobility and trapped population, climate-induced relocation
and land governance in the Pacific region, displacement from man-made
disasters, displacement impacts of land grabbing, issues around land tenure,
and effects of slow-onset changes.
The Observatory was launched on the 3rd of November at the first Hugo
Conference, which took place in Liège on 3-5 November. The Conference,
organized ahead of the COP22 in Marrakech, brought together around 250 scholars
and practitioners from social and environmental sciences, who addressed a large
variety of topics such as security and conflict, disaster displacement, climate
change adaptation, legal and policy perspectives, risk perception,
resettlement, land grabbing, and regional and national case studies. Key
findings from the innovative MECLEP project were presented in a dedicated panel
as part of the conference.
The event featured a keynote speech given by Nicolas Hulot, famous
environmental reporter and writer, and Special Envoy of the French President
for the Protection of the Planet from 2013 to 2016. The Atlas of Environmental
Migration was presented at the conference and The State of Environmental
Migration 2016 - A review of 2015 was launched. |

Catastrophes, Climate Change Environment and Migration:
Outcomes from the Vulnerable Setting in Haiti (French)
Haiti is the poorest country in the Western Hemisphere and it is highly
vulnerable to hydro-meteorology disasters. This report presents the findings of
the household survey conducted as part of the Migration, Environment and
Climate Change: Evidence for Policy (MECLEP) project. It explores the ways in
which various forms of human mobility can either contribute to or impede
adaptation to environmental and climate change in the country. Among the
several interesting findings, the research concludes that households with at
least one migrant are less vulnerable than those that do not have any migrant.
In this respect, the authors suggest the importance of strengthening policies
designed to boost the potential of migration as an adaptation strategy to
environmental and climate change, particularly in order to lower the risks
associated with displacement.
Assessing the Evidence: Opportunities and challenges of Migration in Building
Resilience against Climate Change in the Republic of Mauritius
The Republic of Mauritius is among the 15 countries that are most exposed to
the natural hazards worldwide, being particularly affected by sea-level rise
and by frequent cyclones and floods. This report is one of the six national
assessment conducted as part of the Migration, Environment and Climate Change:
Evidence for Policy (MECLEP) project. It looks at migration as a potential
strategy to address not only socio-economic, political and demographic
challenges in the country but also to mitigate the effects of environmental and
climate change. Several policy implications emerge from the study. In
particular, the authors stress how internal migration should be better
addressed in the country’s policy framework, designing long-term sustainable
livelihoods schemes and implementing comprehensive relocation programmes for
highly exposed communities along the coast and in urban areas.

| Planned Relocation: Lessons from Italy
By Eleonora GuadanoItaly is one of the most earthquake vulnerable countries in
Europe and in the last 30 years, Italy has experienced severe consequences of
earthquakes leading to fatalities and people displaced. This policy brief
examines two earthquakes in Italy – the 2009 L’Aquila earthquake and the 1985
earthquake in Pozzuoli – that led to relocation in the aftermath, but which
were implemented ad hoc and lacking normative and policy framework. The cases
are useful examples in understanding what negatively impacted the realization
of successful planned relocation, and the brief attempts to provide some
recommendations for future implementation. |
