I might end up with PF3 for Towered Airports and use Radar Contact for
Nontowered airports. I just rebuilt the PF3 database last night. I know there
is a PF3 frequencies file that I can edit, but I just need to find it and go
through and make sure the frequencies match with at the very least FSX.

Have you tried rebuilding the PF3 database?
As far as Radar Contact, I use it quite often, and it works well for my
purposes. It doesn’t have regional voice sets like PF3, but I appreciate the
more accurate procedures in some cases.
There’s apparently a PF3 frequencies file you can check/edit, according to some
quick searching I just did.
