Sure looks like a juvenile to me, too.
I saw juvenile Barn Swallows today in Washington Co., TN.

With the early spring we had this year, several birds took advantage
to start nesting early.  We saw a juv. Junco in Shady Valley (McQueen 
Gap Rd.) on Saturday, which was more than 2 weeks earlier than the
early date for fledged young provided by the Tenn. Breeding Bird Atlas.
The Atlas gives an early date for fledged Cliff & Barn Swallows as 25 May,
so we bested both of those, too.

I took this photo of a Cliff Swallow yesterday at the colony in Domtar Park in 
Kingsport. It looks like a juvenile, but they shouldn't have young this 
early...should they?
