You can certainly download music from it, or it would not be there. However, it is considered illegal, at least under U.S. law (I can't speak for other countries) since you are taking copyrighted material without paying for it. Google can explain all the details if you're interested, and of course some will argue that this sort of thing is or should be legal, but the law is pretty clear.
