If it is 100 mb or below then yes it will convert it and for free. if it is above 100 mb then it will not convert it for free you need to pay. It is not the amount of time the file is that matters, it is how many mb it is that matters.

It honestly, depends on the file type. For example, when using an app called songify, sending a song from nixPod, or even sending a rap from AutoRap, the file type is mp4a or m4a. M4a files are completely inaccessible using the BrailleNote. However, when I send mp3 music from various apps using my iPod touch, they send as an mp3/wav file which is completely useful to a BrailleNote user.
