[brailleblaster] Windows build files now in repository

Thanks to Christian Egli, the commit problem has been resolved. The 
Windows build files are now in the repository. They will be in the next 
release. Youwill find a new directory containing them. To build 
liblouis-2.dll and liblouis-2.lib go to this directory. If you want 
32-bit unicode edit the file configure.mk, changing the 2 in the line 
that reads UCS=2 to a 4. then run just plain nmake. You will get 32 or 
64 bit output according which msvc C compiler you are running.

The build files for liblouisutdml should be ready shortly.
