[brailleblaster] Build requirements wiki page

Hello,
I said in a previous message that we need some way of tracking what we
are planning on using and possibly for me what needs to be done to make
it work in maven when we build. I have now started a wiki page for this
at http://code.google.com/p/brailleblaster/wiki/BuildRequirements.
I don't know whether we want to tie some of this to other documents like
the actual specification (which may make sense to move to the wiki as
well if its a work in progress).
