Short answer, we cannot tell without further information.

The following is not really based on hard facts and so should be treated as speculation.

The first thing which I notice is that there seems to be a formal application process for programmers, this may imply employment/money. If so this obviously will guarantee person hours to be spent on the project and money can help focus people and get them to tow the project line (you don't bite the hand which feeds you, but if someone is doing voluntary work on a project then they don't have the feeding hand and so may be more independent in their ways).

The next question would be, if programmers are employed how are they going to be funded? The most obvious way might be commercial but its not the only option, so it may be worth finding out whether its going to be open source. Possible funding methods for opensource may be, get some sort of grant (particularly if its being done as some sort of research project), but it could also be sponsored opensource or may be free software supported by paid support services. It really depends on what route they are going to take to determine whether this will affect BrailleBlaster.

Finally, possibly most importantly, it depends on what their software will do and what features will be available.

Regardless of what it is I think we should take the view of turn it to our advantage (IE. If its close to BrailleBlaster's aims but commercial this will ensure BrailleBlaster must offer a superior experience to be successful, if its opensource and close to BrailleBlaster aims then the two can work close or may be combine, if it has nothing like the same aims as BrailleBlaster then it really doesn't matter).
